Federal agents lobbed tear gas and flash-bang grenades during protests in front of the ICE building on Jan. 31, 2026.

Two of three federal appeals judges Tuesday repeatedly questioned the scope of two lower court orders intended to restrict the use of tear gas and other munitions by federal officers against protesters outside Portland’s immigration enforcement building.
