A kindergarten student at Holcomb Elementary in Oregon City works on reading skills. A proposal to replace the Quality Education Model, which calculates how much the state would need to spend per-pupil to get 90% of Oregon students ready to graduate from high school in four years, is running into opposition.

An ambitious effort to reshape the way Oregon calculates how much it needs to spend to produce a top-tier education system is on shaky ground in Salem, after key school lobbying groups lined up against it Tuesday.
