The 10-day quarantine ended Monday, but the county’s Troutdale shelter may not be out of the woods yet.

State officials have lifted a quarantine order on Multnomah County’s beleaguered animal shelter, which stopped adopting out dogs over a week ago as it worked to contain a contagious bacterial disease.
