On Tuesday, February 10th, at approximately 8:45 p.m., HPD officers responded to a single-vehicle crash at the intersection of NE Ronler Drive and NE Century Boulevard. Officers arrived to find four occupants inside the vehicle. The driver, Oscar Regis, age 19, fled the scene on foot but was quickly located and detained by officers. Four passengers were transported to Legacy Emanuel Medical Center for treatment. Tragically, one passenger sustained fatal injuries and was pronounced deceased at the hospital. The preliminary investigation by the Crash Analysis Reconstruction Team (CART) indicates Regis was traveling at a high rate of speed when the vehicle struck a light pole, spun across the sidewalk curb, and came to a stop in a patch of grass. Oscar Regis was indicted on the following charges: Manslaughter in the First Degree, Assault in the Second Degree, Assault in the Third Degree, two counts of Failure to Perform Duties of a Driver to Injured Persons, Unlawful Possession of a Firearm, Unlawful use of a Weapon, Driving Under the Influence of Intoxicants, Reckless Driving, three counts of Recklessly Endangering Another Person, and Criminal Mischief in the Second Degree. CART (Crash Analysis Reconstruction Team) is a multi-agency team comprised of specially trained law enforcement officers from the Washington County Sheriff's Office, the Beaverton Police Department, Hillsboro Police Department, Tigard Police Department, and Tualatin Police Department. The Washington County District Attorney's Office also assigns Deputy District Attorneys to the team. This remains an active investigation.
