Councilor Loretta Smith of District 1 during a meeting at Portland City Council meeting on the morning of Wednesday, Sept. 3, 2025. She told OPB Thursday she had drafted a proposal to allow city councilors to openly carry firearms while conducting city business.

A Portland city councilor told Oregon Public Broadcasting that she has drafted an ordinance to allow councilors to openly carry a firearm while conducting council business after expressing fears during a Wednesday protest at City Hall.
