Over the next four days, the Housing Authority of Clackamas County expects to receive more than 8,000 housing voucher applications.

On Monday, the county opened applications for the housing voucher waitlist, marking the first time in five years people in the county will have a chance to secure an affordable housing unit.

The application window lasts until 5 p.m. Thursday.

To qualify, applicants’ total household income must not exceed 50% of the area’s median income. This means a family of two must earn less than $50,000 annually, while a family of four cannot take in more than $62,050.

Those interested can apply online.

“Applying to the waitlist does not guarantee selection,” the county said in a statement. “Once the application period closes, a random lottery will be held and approximately 500 names will be drawn to be placed on the waitlist.”

In April, Multnomah County opened its waitlist for housing vouchers and received thousands of applications in just a few hours.

Clackamas County plans to use the waitlist for several years to fill four of the county’s affordable housing complexes. The voucher program provides selected families with rental assistance tied to specific apartments and cannot be used for other housing.

The county expects availability to open up at Happy Valley’s Rosewood Station Apartments and Town Center Courtyards and Milwaukie’s Blossom & Community in the coming fall and winter. Additional openings at Park Place in Oregon City are expected in 2027.

Over the next year, the county hopes to place 150 families from the waitlist into housing, according to Clackamas County spokesperson Scott Anderson. They hope to house an additional 100 families in 2027 when Park Place opens.

The county stated that it last opened a housing voucher waitlist in 2020. Anderson clarified that the 2020 waitlist was for different housing support programs like the county’s public housing and housing choice vouchers.

“Existing lists continue to remain our top priority, and any families on those waitlists do not have to reapply,” Anderson said.

According to Anderson, the county expects about 8,000 people to apply. This means only about 6% of applicants will be on the waitlist and 3% are expected to be housed through the program by 2027.
