The City of Coos Bay Council will meet Tuesday, July 7, 2026 – 6:00 PM, Council Chambers, City Hall - 500 Central Avenue, Coos Bay.  Interviews:  Library Board Interviews, Zoom Remote Attendance Link & YouTube Link.  Agenda:  1. Flag Salute; 2. Public Comments:  The Public Comments period is intended for the public to share ideas and concerns; it is not intended for an interactive discussion with Council. There may be opportunities for public comments during specific agenda items that require a Public Hearing, members of the public are requested to confine their remarks to questions or issues under discussion during this time.   During ANY designated comment period, individuals shall not engage in personal attacks, shall not impugn the motives of any speaker, and shall at all times, while in session conduct themselves in an appropriate manner. No person shall make personal, impertinent, slanderous or unauthorized remarks or become boisterous while addressing the Council.  a. Public Comments:  3. Consent Calendar:  a. Consideration to Accept the Oregon State Homeland Security Grant for Remote Dispatch Center Upgrades at Fire Station 1 and Adopt Resolution 26-21 to Appropriate the Grant Funds; b. Consideration to Accept the Oregon State Homeland Security Grant to Conduct a Vulnerability Study and Adopt Resolution 26-22 to Appropriate the Grant Funds; c. Consideration to Accept the Oregon State Homeland Security Grant for City Facility Camera Upgrades and Adopt Resolution 26-23 to Appropriate the Grant Funds; d. Consideration to Accept the Business Oregon Seismic Rehabilitation Grant and Adopt Resolution 26-24 Appropriating the Grant Funds; e. Consideration to Accept the Weyerhaeuser Giving Fund Grant for the Purchase of a UTV-mounted Wildland Fire Suppression Skid Unit and Adopt Resolution 26-26 to Appropriate the Grant Funds; 4. Action Items:  a. Consideration of Appointments to the Coos Bay Public Library Board; b. Public Hearing to Consider Enactment of Ordinance Repealing Ordinance 509 and Replace Comprehensive Ordinance Establishing Vacant and Blighted Property Stabilization Program; c. Consideration to Approve Project Management Contract with HGE Architects, Inc. for the Seismic Rehabilitation of the Eastside Fire Station; d. Discussion Regarding the Downtown Boardwalk Maintenance Project; e. Consideration of Approval of a Proposed City Charter Amendment - Approval Would Require Adoption of Resolution 26-25 Calling a Measure Election to Submit to the Electors of the City; f.. Consideration to Contribute to Oregonians for Floodplain Protection; 5. City Manager's Report; 6. Mayor and Council Comments; 7. Executive Session.  The City Council will meet in executive session pursuant to ORS 1920660(e) to discuss real property transactions; 8. Adjourn; 9. Addendum:  Materials presented or distributed during the public meeting that were not included in the published agenda packet at the time of the meeting notice publication.  These materials will be added to the agenda packet following the meeting and retained as part of the office public record.  a.
