In the past, Portland elected leaders primarily used the annual city budget to identify and set aside money for community groups and other external partners, a process that received a robust public airing and required deliberation and final approval from the full City Council. That’s now largely in the hands of individual politicians.

With just days to spare, Portland City Council President Jamie Dunphy, like many of his legislative colleagues, began spending a big chunk of the money still left in his office coffers near the end of the annual budget cycle.
