Happy Valley resident Justin Stevens took this photo as he was outside the ICE building in Portland on Jan. 31. He said he never heard federal officers issue any warnings before firing pepper balls from the roof into the street and a flash-ban grenade that landed next to him, his sworn declaration said.

Federal officers deployed tear gas in a clear overreaction at a recent protest outside the U.S. Immigration and Customs Enforcement office in Portland, endangering demonstrators as well as police at the scene, a Portland police supervisor said in a new sworn court statement.
