The National Weather Service issued a flash flood watch Thursday cautioning that heavy rain expected over slopes charred by last year’s wildfires could cause landslides in central Oregon, the east slopes of the Cascades, the Grande Ronde Valley, the John Day Basin, the northern Blue Mountains, Wallowa County and Baker County.
