Federal agents lobbed tear gas and flash bangs at protesters in front of the ICE building on January 31, 2026.

Lawyers for Gray’s Landing apartment complex and its property manager Thursday urged a full panel of the 9th U.S. Circuit Court of Appeals to keep in place a district judge’s order that restricts federal officers’ use of tear gas outside the immigration enforcement building in Portland while the federal government appeals.
