Lawyers for Gray’s Landing, the affordable housing complex across the street from Portland’s U.S. Immigration and Customs Enforcement building, on Monday asked for a broader panel of the 9th U.S. Circuit Court of Appeals to overturn a recent decision that lifted restrictions on the federal use of tear gas near the apartments.
