Chris Bolton had spent months bugging the city of Portland about the latest batch of tents and trailers set up along the sides of his giant laurel hedge on the corner of Southeast Clinton Street and 89th Avenue. Over time, he said, the leafy green shrubs had grown to shield his home from the area’s persistent problems.
