Chris Bolton stands outside his Southeast Portland home on April 13, 2026, beside what remains of an enormous hedge that city code enforcement officers cited as a nuisance. Bolton and his neighbors removed it this winter, taking away what he said was the only barrier between his home and nearby encampments, derelict RVs and other problems on the block that have persisted for years.

Chris Bolton had spent months bugging the city of Portland about the latest batch of tents and trailers set up along the sides of his giant laurel hedge on the corner of Southeast Clinton Street and 89th Avenue. Over time, he said, the leafy green shrubs had grown to shield his home from the area’s persistent problems.
