Donnie Oliveira, Portland's deputy city administrator for community and economic development, testified Thursday during an oversight hearing on unbudgeted housing funds he disclosed to councilors last November.

Deputy City Administrator Donnie Oliveira told the Portland City Council Thursday that he should have informed councilors sooner about the existence of unbudgeted housing funds that he learned of last summer.
