Sailboats and kayakers enjoy a day on the water near Sellwood Riverfront Park on the Willamette River. A new report says the city has under-invested in the river, especially in water-based activities.

The Willamette River is one of Portland’s most defining features but a new analysis suggests the city has yet to fully tap its economic and recreational potential.
