President Donald Trump's administration has asked at least 40 states to provide personal information about each of their voters. The lawsuit over Oregon's refusal to do so is the first to be argued and tentatively ruled on in federal court. (AP Photo/Evan Vucci)

A federal judge expressed extreme skepticism Wednesday that the Trump administration is entitled to highly personal information about every voter and former voter in Oregon, given state and federal privacy protection laws.
