Man carjacks vehicle, tears through Portland streets at 115 mph, police say

Police arrested a man Friday they say carjacked a vehicle, then sped through Portland streets at upwards of 115 mph.

Officers booked Damaree Baxter, 20, on suspicion of robbery, reckless endangerment, reckless driving and unlawful use of a weapon and a motor vehicle.
