U.S. District Judge Karin J. Immergut wrote in her ruling:

A federal judge in Portland Thursday ordered the U.S. Department of Defense to resume its reviews of wind-energy development projects across the country, finding it violated statutory law and regulations when it suddenly froze them in the name of national security.
