Ramzy Peter Hattar, 51, is accused of submitting an application for a Small Business Administration loan on March 31, 2020, for Taylor’s Bar & Grill, which was located next to the University of Oregon campus. But the Oregon Liquor and Cannabis Commission had permanently shut down the bar a month earlier, on Feb. 25, 2020,

The federal government has filed a complaint against the owner of a long-shuttered Eugene bar, alleging he fraudulently obtained more than $200,000 in pandemic relief funds for a business that had already permanently closed.
