Oregon voters are rushing to submit their ballots before the May 19 primary deadline, with ballots needing to be postmarked or placed in an official drop box by 8 p.m. Despite a recent increase in ballot returns, unofficial reports show that nearly 88% of eligible voters have not yet turned in their ballots, though low turnout is common in non-presidential election years. Because Oregon uses a closed primary system, voters can only participate in their registered party’s races, while all voters may still weigh in on nonpartisan contests and measures like Measure 120, which would raise gasoline taxes.
