Sheriff Terry L. Rowan was arrested Friday on Interstate 84 in Gilliam County. He failed a field sobriety test and later submitted a breath sample that showed a blood-alcohol content of .19.

Umatilla County Sheriff Terry L. Rowan, who sits on the state’s public safety certification board, was arrested Friday in his county sheriff’s vehicle, accused of driving intoxicated on Interstate 84.
