An independent police oversight group said it was blocked from reviewing two police shootings.

More than 15 years ago, an independent police oversight group criticized Portland police and the city for long delays in investigating the death of James Chasse, a Portland man with schizophrenia who died during a 2006 encounter with police, due to an ongoing lawsuit.
