Permanent daylight saving time: Can states vote to do away with time change on their own?

Description

Currently, daylight saving time starts the second Sunday in March and ends the first Sunday in November when we move to standard time.

Nineteen states are poised to move ahead if Congress Oks the Sunshine Protection Act. The measure, which has passed the Senate but awaits House approval, would do away with the twice-yearly process of changing time.
