Oregon State Marine Board release - Permit requirements for boaters began in 2010, which is news to many, mostly new boaters and those new to Oregon. From 2010 to 2025, the permit requirement applied to boats 10' and longer. Since 2021, the permit revenue (100%) has funded two programs: expanding boat inspection stations for aquatic invasive species and non-motorized access. In 2025, the Oregon Legislature removed the length requirement from the law, and now all boaters contribute through either the Waterway Access Permit or motorboat registration. The agency separates funding sources so non-motorized boaters can see where their dollars are invested in access. The same goes for motorized boaters, and their dollars also fund marine law enforcement.
