Portland leaders Monday advanced a proposal they hope could eventually turn the tide on the city’s ongoing neglect of roads, parks, sewers and other municipal resources.

The company said it's working to restore service but didn't have an estimate of when it will have resolved the issue.

Attorneys for the company, the DarkMatter Group, and its three former executives urged the judge to dismiss the case.
