The city of Portland broke ground on its $2 billion Bull Run water filtration plant near Gresham in 2024. Officials say the price tag is now over $2.5 billion and the project faces a two-year delay.

The costs of Portland’s new water filtration plant – one of the most expensive municipal projects in the city’s history – will rise an additional $450 million, running the total to more than $2.5 billion, water officials said Thursday.
