Late last fall, as it became clear that Keith Wilson would likely achieve his ambitious pledge to set up 1,500 new shelter beds by Dec. 1, Portland’s first-term mayor began to pivot toward another daunting task: Tackling the city’s extreme shortage of places for people to permanently live.
