Oregon’s growing crisis of uncollected criminal justice debt exposes a deeper truth: fines and fees are not an alternative to incarceration, (“Oregon has more than $1 billion in uncollected criminal justice debt. Advocates say it’s keeping people trapped in poverty,” April 10). They are simply another form of punishment, one that falls hardest on people who already have the least.
