Right now, Portland and Multnomah County are at a crossroads in how we respond to homelessness. The county is facing a devastating $28 million loss in state funding, forcing cuts to the very programs that help people move from shelters into stable housing, (“‘An epic cliff’: Multnomah County temporarily plugs hole in homeless services budget as officials brace for future cuts,” Oct. 31).
