Oregon House Minority Leader Lucetta Elmer, R-McMinnville, and Oregon Senate Minority Leader Bruce Starr, R-Dundee, claim that one of the causes of Oregon’s budget crisis “is that Democrats over-relied on federal dollars to backfill weaknesses in our own system for far too long,” (“Opinion: Oregon’s budget crisis didn’t start in Washington.
