If the current bottle redemption system encourages drug use, then change the system and stop charging me an extra 60-cent deposit on my six pack, (“Oregon’s Bottle Bill crisis: How a landmark environmental law became entangled with Portland’s drug problem,” June 14). Have the local waste collectors pick up the cans in their recycling programs, as they do in other parts of the country. But then, there is no incentive for anyone to pick the random cans or bottles up off the street.
