School districts across the region are set to cut budgets or lay off staff, because there are fewer students and bigger staff contracts. The Portland Police Bureau and the Portland Fire Bureau are facing budgetary hits, as are parks and recreation staff and programs, (“145 jobs, millions in cuts: Portland mayor unveils proposal to close massive budget shortfall,” April 20).
