We are three parents who are also school advocacy committee leaders. And we’re sounding the alarm on time-sensitive opportunities for Oregon to kick off a revolution in state funding that could stabilize schools. It’s a change to Oregon’s tax codes that would juice the state’s anemic General Fund without further taxing everyday Oregonians. It’s a no-brainer. It’s disconnecting part of Oregon’s tax system from two federal corporate loopholes. First, legislators should follow Colorado and Minnesota’s lead and require corporations to include at least 50% of their overseas earnings in their taxable income — not just the current 20%. The Oregon Center for Public Policy estimates $245 million in increased revenue from that alone in this biennium. Legislators should also cancel a deduction that multinational corporations get for repatriating intellectual property to the US. Intellectual property almost never comes back to Oregon. Corporations shouldn’t get an Oregon tax break for sending IP to Utah or California.
