Multnomah County’s Preschool for All program has more than a half billion dollars in the bank. This year, it confirmed about 7,100 preschool seats — roughly 1,000 more seats than children to fill them. County experts say the number of young children is shrinking, not growing. Meanwhile, the rest of the county government just went through its worst budget shortfall in a decade and cut services to make ends meet, (“After all-night session, Multnomah County board passes budget with deep cuts; homeless services, DA among them,” June 5).
