Officers with the Portland Police Bureau’s Behavioral Health Unit and AMR ambulance medics help a person onto a stretcher after getting a call that he was behaving erratically near the Park Blocks in southwest Portland in 2025. The cause of his distress was unclear.

The lack of mental health care options for people with serious mental illnesses like bipolar disorder, post-traumatic stress disorder and schizophrenia is often cited as a reason for the ongoing rise in homelessness in the Portland area.
