In a still from body camera footage, a survivor of a serial killer tells then Elizabeth Police Sgt. John Mayer about the assault — while still wearing a handcuff put on her by her attacker. The man was not arrested and instead went on to kill another young woman.

Elizabeth police stared skeptically as the woman described being kidnapped, handcuffed and strangled nearly to death.
