DEQ RULEMAKING ADISORY COMMITTEE MEETINGS: BULK FUEL TERMINAL FINANCIAL RESPONSIBILITY REQUIREMENTS Summary The Oregon Department of Environmental Quality is conducting this rulemaking to implement requirements for large bulk fuel or oil terminals. House Bill 4100 (2026) requires these terminals to be able to cover spill-related liabilities, including spill response, remediation and damages up to $300 million. DEQ must develop rules that comply with federal standards, where appropriate, and align with the State of Washington's financial responsibility requirements. Statute establishes a deadline of March 31, 2027, for bulk fuel terminals to apply to DEQ for a certificate of financial responsibility. Involvement by interested parties DEQ has appointed a rulemaking advisory committee to review issues and provide input related to the proposed rules.
