City councilors and staff accused Heidi Lueb, who resigned this week, of disrespectful and unprofessional behavior in the workplace.

An outside investigation into former Tigard Mayor Heidi Lueb found that she “bad mouthed” city councilors and staff and created an unprofessional work environment before resigning earlier this week.
