The Oregonian/OregonLive had already reported that investigators cleared Harrington of alleged discrimination and harassment. The county held back the 17-page report for months.

Washington County sewer officials have released the full investigative report into now-resigned chair Kathryn Harrington’s treatment of the former head of the county’s sewer agency.
