PORTLAND, Ore. (KTVZ) -- A winter storm watch has been issued by the National Weather Service for the north and central Oregon Cascades. According to the NWS, total snow accumulations could be between 10 to 18 inches possibles. Winds could gust as high as 35 miles per hour. The winter storm watch has been issued
