Michael Kapigian, a former city councilor addressing the current council, said he was confused by the council's sequence of actions. “It does seem process-wise askew.” If the council was concerned about an appearance of impartiality, he asked why it wouldn’t pause any financial commitments until an appeal is heard and decided.

West Linn’s City Council voted unanimously Tuesday night to have a city-appointed hearings officer consider a neighborhood appeal challenging the Planning Commission’s approval of a permit for the new West Linn Operations Complex on the site of a 1969 landslide.
