A West Virginia woman has been charged with child neglect after authorities said her 6-year-old son fell from a second-story apartment window and later tested positive for cocaine while receiving medical treatment. Investigators said the incident occurred Aug. 10 at the Unity Terrace Apartments in Fairmont, WBOY reported.
