Armed felon from Eugene arrested after crash, fleeing on River Road

On December 29th at 11 p.m., a deputy in the River Road area of Eugene noticed a 2003 Chevy Trailblazer stopped in the middle of Irving Road. As the deputy turned around, the driver, Tyler Gene Dendy, 58, of Eugene, drove away at a high rate of speed. Due to traffic and being in a residential area, the deputy did not pursue.

Deputies monitored the vehicle’s location as it continued to drive recklessly on River Road. Deputies and officers from assisting agencies planned to spike the tires of the vehicle to slow it down. Before deputies were in position, the vehicle went off the road and stuck a concrete curb, flattening both driver’s side tires and slowing the vehicle. Deputies initiated a traffic stop, but Dendy continued driving for several miles before surrendering without incident.

During a search of the vehicle, deputies located a pistol, two daggers, ammunition, and substances that tested positive as methamphetamine and fentanyl. Dendy, a felon, was lodged at the Lane County Jail on the following charges:
 - Fleeing or Attempt to Elude Police Officer by Vehicle
 - Four counts of Reckless Driving
 - Recklessly Endangering
 - Three counts of Felon in Possession of a Restricted Weapon
 - Possession of Firearm or Ammunition by Certain Persons Prohibited
 - Unlawful Possession of Methamphetamine
 - Unlawful Possession of Fentanyl

Homicide Investigation Update On 12/27/2025, at about 2:45 PM, officers were dispatched to a report of a disturbance with a weapon at a residence near SE Tualatin Valley Highway and SE 18th Ave. The 911 caller was not on scene but had received information from someone who was. Due to the delay in receiving information through a third party, dispatchers were not informed of the incident as it was actively occurring, and current and complete information was not available from the caller. Officers arrived and located a 41-year-old male deceased in the driver’s seat of a car in front of the residence. A single gunshot wound was the cause of death. The victim and suspect were known to each other, it was later learned. Officers were informed by a resident that the suspect was inside the residence, along with others. Officers were able to evacuate the others inside. Officers contained the residence and began the process of trying to remove the suspect from the residence. Members of the Washington County Tactical Negotiations Team arrived to assist. While this was occurring, it was reported by another party that the suspect was not in the residence on SE 18th Ave and was at another residence near NE 53rd Ave and NE Hidden Creek Drive. It was later learned that the suspect had left the residence on SE 18th Ave around the same time the third party 911 call to dispatch was made and prior to police arrival. While officers were in route to NE Hidden Creek Drive, information being relayed by third parties indicated the suspect was leaving the residence near NE Hidden Creek Drive and was in route to South Meadows Middle School in a vehicle. Officers changed course and intercepted the vehicle at South Meadows Middle School. The suspect, 32-year-old Oscar Ruiz-Santiago, was not compliant with officers, and a Taser was deployed. Ruiz-Santiago was arrested without further incident and has been booked into the Washington County Jail on charges of murder in the second degree, unlawful use of a weapon, felon in possession of a weapon, and for a parole violation.
