Winds will be strongest along headlands and capes, and along exposed portions of Highway 101.  * WHEN...From 4 AM to 1 PM PST Wednesday.  * IMPACTS...High winds may move loose debris, damage property and cause power outages. Travel could be difficult, especially for high profile vehicles.
